The 1997 Phoenix management audit which was ordered by the SEPTA Board of Directors found that SEPTA's planning and engineering staff had a:
propensity to over design and customize equipment and facilities. This has the undesirable effect of projects having higher cost, longer deliveries, startup problems and incompatibility with existing systems.
